This is an Aquaman action figure, produced by a company called Gulliver, which was part of a line of DC and Marvel figurines made in the 1970s.
I own another figure from this same company, though mine is unpainted. I'm not sure, but I believe that's how they came--the version you see above has been painted after-the-fact. This figure looks like Aquaman telling a story about how he once saw a fish this big.
Via F.O.A.M.er Kyall Coulton, I found this pic on the SuperHerois-BR site, which has tons of great photos of the other figures in the line, like Batman, Superman, Spider-Man, Tarzan, and The Phantom!
It also has a pic of the package the figures came in. See if you can guess what my reaction was when I saw this:
Yep: Superman, Wonder Woman, Batman, Robin, Batgirl, and...Captain Marvel! Aaaaargggghhh!

I like Captain Marvel, and the '70s were his last hurrah, so I'm more forgiving of this slight. It's way more galling to see Green Lantern and Flash replace Aquaman on recent licensing. Those schmucks still lack 3/4 of Aquaman's global recognition. I usually don't have this problem with Wonder Woman (aside from gender biased initiatives) or Martian Manhunter (because I'm surprised whenever he actually makes one of these things, especially in the 20th century.)

I have to admit, that made me laugh out loud.
I think they were just to lazy to pull out their orange and green crayons.
I'm not actually sure how famous Aquaman is globally compared to Flash and Green Lantern, Diabolu. Maybe in the English speaking world, but Arthur wasn't in JLU very often at all (and looked nothing like the popular conception of him when he was) and Super Friends was a long time ago. Flash maybe, possibly, is still as globally obscure, but with a blockbuster film on the way and the t-shirts literally everywhere, I don't mind admitting Green Lantern's probably usurped a bit of Aquaman's fame (for now).
It actually blows my mind to see that on recent DC Universe Classics packaging, Aquaman is pictured on the front card along with Superman, Batman, Flash, and Jordan, with Wonder Woman no where to be seen. Especially since the last time an Aquaman character was featured in the line was wave 7, and they only ever made a handful of Aquman and Black Manta repaint variants. Maybe Mera, Ocean Master, and Garth on their way--but I doubt it.

@rob! Wow! I dig that sad, little Phantom figure. And I love that they posed him with Tarzan. What a team-up that would be. Actually, I think my Mego Tarzan and my Cast-A-Way Phantom are adjacent to one another in my display case...Did i put them that way, or did they seek each other out?
The saddest part for me is that the original Neal Adams art that they used for the packaging FEATURED Aquaman!!! :-(

Hey Rob... There were painted and unpainted versions of these figures made. The painted ones came in the packaging you posted, but there was also unpainted versions which came bagged with a header card - they came in varying colors - i have a few different colored wonder woman ones as well as one of the painted versions. So the painted versions are legit and not hand painted by fans... Hope this helps clear things up a bit - it took me a little while to work out the different versions of WW available too - i cut and pasted the spanish text into google translate which helped a lot :-) Kyall
