I don't find that so hard to believe; octopuses, reportedly, have the intelligence of cats, and any cat owner could tell you that they all have different personalities. I'm sure at LEAST one cephalopod would stick out that he'd take a liking to and want to "adopt". Especially if it showed a talent for playing the drums.

Nope. It's Kryptonian, so according to Silver Age "physics" it would be as indestructible in earth's atmosphere as Superman is.
There would be no sunlight at the bottom of the sea, therefore kryptonian powers could not be sustained. But, hey, it was the silver age.
Interesting that Aquaman would have one particular pet Octopus from all the sea creatures that he can control telepathically
