Yah, I think it's Millenium. I remember being so excited about a weekly series that was coming out, then being disappointed when I read it...
It's from Blue Beetle #21, which was a Millennium tie-in.
Art by who? It looks like Ross Andru. The letterist didn't do a great job; the captions should have been down on the bottom in all that empty space. Oh, wait, I guess the artis did a bad job for leaving all that empty space in the first place! :-(
I think it was Andru. He drew the last several issues of Blue Bettle as I recall. DC paired him with some different inkers to "modernize" his style. Kind of like they did to Jim Aparo later (which didn't work. Leave Aparo alone!).
