That's always been my problem with Atlantis. The architechure doesn't match up with an underwater race. And the dome helps keep the wildlife (especially sharks) out of the city. Of course maybe they walk to occassionally give their arms a rest, just like we sit to give our legs a rest. ;-)
Re: the steps- The stairs I get. These people used to live on the surface, therefore they had stairs. I suppose the wildlife argument makes sense, but the Atlanteans are depicted at various times as friends of wildlife, masters of wildlife, etc.

So, if Atlantis is underwater, and everyone in Atlantis breathes water... Why the dome?
Read atlantis chronicles #1, they explain everything about the dome. Basicly is for protection, but is a story behind.
