This awesome "Steampunk" Aquaman is part of a whole line of custom JLA figures made by an industrious customing genius named Silof (you can see more of them here).
The thing I love about this take on Aquaman is that it combines elements of 20,000 Leagues Under The Sea (one of my all-time favorite movies, and a definite visual inspiration for my ideas on how to make an Aquaman movie) with the Sea King. A really beautiful figure.

I love the look of it, but ... I don't know. Aquaman's main "deal" is that he can breathe underwater. Unless this would be his OUT of water uniform.
I think too much.
It is, indeed, his suit for breathing on land. Hence his hair floating around inside it. Somewhere out there the sculptor has a website where he goes deeper into the thought process behind these designs, and mentions it.
Doh! I should have picked up on the floating hair! Okay, much happier with the whole design now.
