This was part of a surprisingly-extensive line of PVC figurines made by a Brazilian company early in the 1990s. I've seen them on ebay from time to time, but I picked this baby up, standing among other his fellow DC superheroes, at a con a few years ago.
It's nifty looking, the only problem being the way the back leg stands. It doesn't lay flat, so Arthur tends to tip over a lot. When I had the Shrine actually up, I always had to lean him against another piece.
