Aquaman, a thief? Say it isn't so, Arthur!
Aquaman speaks to King Tai, who tells him about the sunken treasure chest. The Sea King heads down, only to find that the chest is completely empty! Confused, Aquaman brings it back to Tai, who accuses him of stealing its priceless contents! As if!
Flustered, Aquaman jumps back into the ocean to look again for the jewels. But two people know he won't find them:

...and with that witty bon mot, so ends another adventure for Aquaman and Aqualad!
Obviously Robert Bernstein was running a little low on inspiration this month, since this issue's story repeats various elements from previous Aquaman adventures and tries them again here. Before that was a thing, this could be thought of as Old School Aquaman, since by this point our hero was regularly taking on super-villains and aliens, while this is just an good old-fashioned case of insurance fraud.
For my money, I can't get enough of Aquaman's finny friends talking to him via word balloons.

Guessing they haven't decided how to convey telepathy at this point in comics, thus the speech balloons (versus thought balloons/stylized thought balloons)? Or just a stylistic choice? Vaguely recall speech balloons for Arthur's sea pals in a few early JLA stories too...

Re: Superboy: Superboy is marooned on a small planetoid due to kryptonite rings surrounding it, where his sole company's a robot "man Friday." (Guess back when "Robinson Crusoe" was more popular in media than it is these days...)
None of the creatures using "fish telepathy" is a fish.
