All, um ... innuendo aside, does this plan strike anyone else as a bit counterproductive? Sure, the Flash can't make a move against them, but they're going to have to stand there indefinitely, always vibrating their hands (ick) or else he'll be able to move the moment they stop.
I'm sure it would make more sense if I knew the context ...
