It's from JLA #111. The Injustic Gang attacks, and the JLAers (of course) plan to split up. Ralph makes the suggestion that he's tired of fighting the same villains over and over, so why don't the heroes switch? Batman, as seen here, doesn't take too kindly to that suggestion.
Which is odd, because of all of them Ralph is the one who had never been shown fighting ANY of these guys, haha! FUN issue for sure, with beautiful art by Dick Dillin & Dick Giordano.
Batman: "Okay Ralph, you've got a point. You take Braniac, Blockbuster and Sinestro. Superman and I will take, ummm....that jewel thief you beat up in Detective 335. C'mon Supes."

Which issue was this from? And does anybody know what the argument was more specifically about? I'm just curious.
Superman looks like he's thinking "Aw, c'mon guys, don't fight!"
