Sounds like 'Aqua Buoy'!
One of my favorite comics.
Ah, Aquaboy, Superboy's sole major contemporary hero in his era (besides a few one-shot characters)... which (by my figuring/lack of evidence otherwise) means Aquaman is one of Earth-1's longest-serving superpowered superheroes, after his pal Supes (and perhaps Wonder Woman, depending on timeline perspective/Donna Troy's backstory). ;-)
