I saw this for sale on eBay and was curious about it--it appears to be a single-packed Aquaman figure for the Batman: Brave and Bold "Action League" line of mini-figures.
The reason I even noticed it was because I've never seen any of these figures sold in this manner before. As far as I've seen, they were only ever released as two-packs, like this one:
Has anyone ever seen the single-carded figures in a store? I still see the two-packs in Target and the like, but little solo Aquaman up there remains kind of a mystery!

While I've never seen this line packaged like this, I've seen similiar Star Wars and GI Joe figures like this that started as 2 packs and then were packaged solo and sold at stores like Big Lots, Dollar General, and Family Dollar.
Mattel released a few one-off Action League mini-figs. I believe the ones released in this manner were Aquaman, Batman, Kanjer Ro, and the Atom, who has yet to be released in a double-pack.
As to why they were released this way, I'm not sure. I think it was to see which was more successful, the one or two-pack.
I'm not sure because I've never seen any on a store rack anywhere. I've only ever seen the twofers. I don't even know if these were given a wide-release. On-line stores are the only places I've ever seen them for sale.
I've seen a few like these at Big Lots stores, but not Aquaman. Mostly Plastic Man and an all black Batman.

I saw a bunch of these, single Aquaman figures at the Dollar Store in my hometown. The only figure you could buy was Aquaman. I wanted to buy one, but I already had the Black Manta two pack, and it was just before I went to go see the Green Lantern premiere. So I decided against it.
