Okayyy... And the Justice League of America never noticed this OTHER orbiting satellite? Please, please don't tell me Aquaman is gonna get blamed for this due to his many monitor-duty-assignments!
Is the JL satellite's radar on the blink?
Two possible guesses:
1. Savage's satellite has some type of cloaking technology, or...
2. It's 22,300 miles above Earth-*2*, with Vandal using dimensional transporters/communications equipment to pull off the attacks.
