So, what's the going rate for massive metal icebergs nowadays? Vandal must be loaded to finance that bad boy with today's metal prices...
Vandal's plan is really, really, REALLY over-thinking things. So, it is obviously bound to fail.
Given Vandal's A) a villain and B) 50,000 years old, he must have had plenty of time to build up lots of cash (or steal it). Of course, in this case (pre-Crisis) I assume nearly all of it would be on his native Earth-2 (vs. the JLA's Earth-1)...
Hmm, all this time and still no sign of Flash's vibratory powers showing up. Though I'm *sure* it's coming... :-p
