These are two top-tier panels for the Sunday edition of the WGSH strip, drawn by George Tuska and Vince Colletta. Not sure if its done this way anymore, but for decades the top row of a Sunday strip always featured a generic title sequence or panels that weren't essential to the story--many newspapers, who had limited space, would lop off the top row of a strip, so Sundays were subtly formatted to accommodate this later editing (indeed, the few newspapers I have found that did carry the Sunday WGSH removed the top row).
As you can see, Aquaman, despite his limited appearance in the strip, gets equal billing with his JLA co-stars, even if he is rocking an unfortunate perm.

Reminds me of the horrible hairstyle from the JLE years.
I have the B/W book that reprints the story Aquaman was in. They fought Vandal Savage. It's a shame they didn't continue with more.
