DC did this a lot in those pre-internet days, and the Shrine retroactively appreciates the push they did for Aquaman to try and drum up interest (they did this same thing in 1991, as well). Since Aquaman had such a bad rep among comics fans for so long, the only way to get potential readers to pick up a new Aquaman book would have been by word of mouth.
Kind of amazed people held onto these things once the series debuted, but I guess that's what eBay is for.
