I had never seen this awesome puzzle before until it was sent in by F.O.A.M.er David Norek, who found it on the awesome WonderWomanCollectors.com site (run by F.O.A.M.er Kyall Coulton). It looks like the work of Dick Giordano to me, who of course did a lot of merchandising art.
The setting of this piece of course made it perfect for Aquaman, but in 1981 there really wasn't much--if any--solo Aquaman merch, so the Sea King generously allowed his fellow Super Friends to lend a hand (or a miscolored foot, in Robin's case).

See, this is iconic. You've got The Super-Hero, the Dark Super-Hero, the Kid Sidekick, the Girl Super-Hero, and the Swimming Super-Hero.
I can see adding Flash as the Running Super-Hero in modern times, but I don't feel like Green Lantern works well enough to be the Space Super-Hero. Silver Surfer and Superman himself seem to make Hal Jordan redundant. Maybe if they would use John Stewart again, Green Lantern could be the Not-White Hero as a buoy. Regardless, I prefer the people featured here without any extras. On good days, I like all of these guys.
O! M!! G!!! I saw this puzzle at a decidedly non-toy seller when I was a kid... maybe JC Penney? Sears? No kidding, I have been searching and scouring for it ever since! (I haven't found one, PS!) Seriously the ONLY thing I remembered about it was Steve Trevor (I think!) piloting Wonder Woman's Invisible Jet. This is absolutely one of my Holy Grails! I have been trying to find this since I was... I dunno 8?! Thanks for posting it! This at least gives me a jumping off point!
Interesting version of the invisible jet; I've never seen the tail done quite like that before.
And I sure am glad Batman and Robin are swinging in, from somewhere(?), to help put that oil derrick fire in its place, with their acrobatics.
...and while we're at it, Joseph, what is Wonder Woman about to lasso here, Robin?

I loved how they drew Batman's cape back then - small thing gut it added so much. What his Batrope and Robin's are attached to though - that's another story :D
