Come to think of it, that Hawkman's been acting pretty uppity lately, too...
That is from JLA #203. The classic JLA vs. Royal Flush Gang w/ Hector Hammond pulling the strings. It is vivid in my mind, because 30 years ago when I got into comics it was one of the first back issues that I picked up. The only characters that I really had any concepts of had appeared on Super Friends or in animated TV. This is one of the books which hooked me into my love of comics.
