That's Jim Aparo pencils inked by Bill Sienkiewicz; I think it's from Aquaman #52, an unusual issue with a "split screen" effect, where half of every page was a flashback to the early days of Aquaman (these half pages were drawn by Aparo).
WHY OH WHY did DC fill the need to pair these two every time? What's the point of giving work to a classic illustrator and trying to evoke a classic style if a more "modern" guy comes behind him and wrecks the effect?
Two great tastes that really didn't taste all that great together.
