That's actually two evil "Wonder Twins!" They could turn into other himanoid beings. The guy is disguised as "Waterman!" Not sure about the woman. Wing Girl or Wing Woman... I'd say Birdgirl, but I think that's totally wrong. It's been years since I read any of my SF comics.
Yep, Jason's got it right -- these are two more mutant shapeshifters from Exor, homeworld of Zan and Jayna the Wonder Twins. Each time they duplicate the forms of a pair of Justice Leaguers, they get the costumes slightly but noticeably wrong. And in the story, they're always recognized as not-quite-copies who are easily distinguishable from the real thing.
Come to think of it, it's almost as if these characters were meant to be a satire of cheap foreign bootleg merchandise...like a Superman toy with a circle as his chest insignia, or a Batman painted green. Anyone else see what I mean?

BOTH Aquaman's and Hawgirl's belt buckles are drawn incorrectly in this random panel. Yes, I'm a nitpicker.

if memory serves me, this was an 'alternate universe' storyline. That's why the belts are different... and why Aquaman is paired up w/Hawkwoman.

Poor Arthur! Everytime he would bend over to pull his boots up, he would get stabbed in the gut! Oh wait, he doesnt have boots on...still what a pain!
