I always liked the idea that the "A" was a formerly infamous symbol of the inmates of The Aquarium - a notoriously brutal prison in Atlantis' capital city. I think that concept was introduced in The Legend of Aquaman one-shot prior to the Giffen/Swan mini-series.
A superhero whose costume is a prison uniform? That's a nice spin.
