@Anonymous: the issue was "Superman's Pal, Jimmy Olsen" #55 from 1961, in a story titled "The Monster That Loved Aqua-Jimmy." The plot (quoted from the same source I get the "Adventure Sunday" Superboy plots from): "While Aquaman is on a mission to a water-world, he temporarily endows Jimmy Olsen with aqua-powers to be his stand-in on Earth."
