That was a low point for the Teen Titans. Aqualad somehow absorbed all the water in the tank (and, no, he didn't swell up like Spongebob) and the Titans forgot to add more. I call that story one of the Top Ten dumbest.
If you can't or won't use Aquaman or Aqualad correctly, then just make them special guest stars, like Wolfman and Perez did with Garth. When he showed up it was cool, and he was handled well.
